Why we need Issue 19 to pass:
The Jefferson Township Road Levy has expired and will stop collecting after 2025. Replacing this levy ensures continued funding for road maintenance and essential services at today's costs.

Replacement Levy Information

High Level Details:

​

  • 10 Year Road Levy replaces the expired Road Levy

  • 2.8 MILLS is a return to the original voter approved rate

  • $98 per $100,000 of auditor appraised property value per year

  • Vote May 6 FOR Issue #19

​

Specific Details:

​

  • Jefferson Township voters approved a 2.8 mill, 10-year Road Levy in 2015 at an annual cost of $98 per $100,000 of county auditor appraised property value. This levy has expired and will stop collecting after 2025-reducing funding for roads by 65%.

​

  • On May 6, 2025, voters will decide whether to replace the expired 2.8 mill Road Levy for 10 years at an annual cost of $98 per $100,000 of county auditor appraised property value. This is a return to the original voter approved rate.

​​

  • Since 2015, Road Levy funds have been used as promised-to resurface 25 miles of roads, repair aging infrastructure, and improve key corridors and intersections.

​​

  • Since 2015, township road miles have increased from 47.5 -> 57.3.

​​

  • The Road Levy also supports essential services like snow and ice removal, stormwater maintenance, and emergency response to keep your roads safe and reliable year round.

Financials and More Details:

 

  • Replacement of 2.8 Mill Levy at full rate will provide:

    • ​Estimated to generate $2,304,000 in tax year 2024 (CY25)

    • Per year, additional $41.50 per $100,000 in appraised property valued ($98 total per $100K)

    • $800K - $1.1M available for resurfacing and curb annually (calculating for 3% inflation)

    • Implement director position replacing superintendent position in 2027

    • Debt Retirement for engineering and renovation of front service building

    • Addition of one service crew position in 2026

    • Replacement of one pick up truck in 2027

    • Debt retirement to replace two dump trucks over 10-year period

    • $6 Million for operating expenses to include personnel costs, staff training, administrative supplies and expenses, facilities maintenance, utilities, etc.

Goals for Continued Funding:​

 

  • Sustain current level of high-quality service for 10 more years​

​​

  • Continue to invest in a comprehensive road maintenance program with annual increase to address impacts of inflation (ensure consistent impact over the 10 years)

​​

  • Support the addition of one Service Crew employee, while preparing for the retirement and replacement of two key positions, the Superintendent and Senior Administrative Assistant

​​

  • Strategically balance the use of levy dollars with alternative funding options such as TIF, grants, and loans to maximize financial resources

​​

  • Maintain a reliable fleet of vehicles to ensure readiness to provide essential services such as snow and ice removal​

​​

  • Partner with the Franklin County Engineer's Office to execute major infrastructure projects, including road widening, intersection upgrades, and culvert replacements to enhance traffic flow, safety, and long-term resilience

​
